From the air

Niskey Lake looks the same in every aerial from 1940 to 2013. In October 2023 it was drawn far down, exposing mud flats and a grassy south arm.

First seen

Already a full lake in the earliest aerial, from 1940; there is no earlier coverage.

Dam in the lidar

A short earthen dam crosses the north tip of the lake. It runs diagonally, northwest to southeast, and is about 250 feet long. The crest is near 845 feet, about 6 feet above the lake surface. It stands about 24 to 25 feet high at the old stream crossing, and lower toward both ends. No breach is visible. No clear spillway cut shows in the lidar.

Low water and drawdowns

• October 2023: A pale exposed rim ringed the north basin. The east arm was a tan mud and sand flat. The south arm was grass, reeds and mud with only a thin channel of water, where 2013 shows open water. This is probably a deliberate or repair-related drawdown. It fits the timing of the dam and spillway rebuild, but the photo cannot show the cause.
• 1972 (uncertain) possibly: The far south tip looks pale and ragged in a glary photo. It could be a shallow silt flat, glare or a slight low. Bare lakebed is not clearly visible.

History

Niskey Lake is a private, spring-fed lake of about 22 acres near Cascade Road in southwest Atlanta, surrounded by homes that range from 1930s bungalows to contemporary designs. The NID dates its earthen dam to 1929, gives recreation as its purpose, lists the owner as Niskey Lake Waterworks, Incorporated, and rates it high hazard. Ruby-Collins says the dam was built in 1929 for recreation and annexed by the City of Atlanta in the 1970s. No builder is documented. The best-documented chapter is recent: a 2023 state buffer-variance notice and a roughly $7.9 million City of Atlanta progressive design-build contract that replaced a failing spillway and raised the crest by more than four feet. 123456

Who built it

The NID lists the dam as completed in 1929 (earth embankment, designer 'UNKNOWN', primary purpose Recreation). The contractor Ruby-Collins states it was 'originally constructed in 1929 for recreational purposes and annexed by the City in the 1970s'; that statement may simply repeat the NID date, so the 1929 date is not independently confirmed. No builder, developer or founding date turned up. A neighborhood history page quoting Atlanta Magazine (Nov. 1995) calls the community 'originally an enclave of lake homes built around spring-fed Niskey Lake'. The NID owner name, 'Niskey Lake Waterworks, Incorporated', hints at a company that once held the lake, but nothing found explains it. The NID gives the stream as 'Unknown'; the 2023 EPD notice identifies an unnamed tributary of Utoy Creek. 12354

Also the name of the surrounding neighborhood; the NID places the dam in the Ben Hill area of Atlanta, and Creative Loafing places the neighborhood near Cascade Road. 156

The dam

NID: earth dam, 32 ft high (24 ft structural and hydraulic height), 300 ft long, 22 surface acres, 201 acre-ft normal storage, 349 acre-ft maximum storage, uncontrolled spillway, high hazard, condition 'Satisfactory' (assessed 6/30/2026), emergency action plan prepared, last inspected 7/30/2024 with a 2-year inspection cycle. The NID drainage area of 722 sq mi is clearly a data error. EPD's 2023 notice calls it a Category I dam with a post-construction pool elevation of 840.5 ft. Ruby-Collins reports a new concrete spillway replacing the failing earthen structure, a crest raised by over four feet, and reclassification from medium-size to large-size dam; the NID height and storage figures may predate this work. Work included about 1,700 cu yd of concrete, 18,000+ cu yd of select soil and 8,400+ tons of stone and aggregate. 1234

Around the lake

Water

NID lists the stream as 'Unknown'. Georgia EPD's 2023 notice says the lake sits on an unnamed tributary of Utoy Creek in the Middle Chattahoochee watershed.

Civil War

The Battle of Utoy Creek (Aug. 5-7, 1864, per Wikipedia) was fought along Utoy Creek, with Union troops on its north bank. The 1958 state marker (060-159) stands about 5 km east of the lake, at Cascade Road and Woodland Terrace. No 1864 line or camp at the lake itself was found.

Segregation

Nothing was found on segregation at Niskey Lake specifically, such as a club, beach or covenant. Regional context from Wikipedia: nearby Cascade Heights was annexed into Atlanta in 1953 and shifted from mostly white to mostly Black in the 1960s, with the 1962-63 'Peyton Road Affair' barricades. No source ties this to Niskey Lake, and the lake may lie outside the Cascade Heights neighborhood boundaries.

Getting there

Private. The NID lists private ownership (Niskey Lake Waterworks, Incorporated), the 2023 permit applicant was the Niskey Lake HOA, and the City of Atlanta was the client for the dam rebuild. A 2015 Creative Loafing profile calls it a gated neighborhood and describes privacy signs at the entrance. No public access was found.

What you can see

Little from public streets. The lake and docks lie inside a gated residential community, and the dam and new concrete spillway are likely not publicly viewable. Confirm before going, and respect private property.

Look, don’t dig. Parks, cemeteries and preserves are off limits to digging and collecting, and private land needs the owner’s permission to enter.

Open questions

• Who built the dam in or around 1929? Is 'Niskey Lake Waterworks, Incorporated' the original builder or a later holder?
• Where does the name 'Niskey' come from? No source was found.
• Who owns and operates the dam now: the private company in the NID, the HOA, or the city (which Ruby-Collins says annexed it in the 1970s)? Sources point in different directions.
• When did the rebuild start and finish, and did the lake have a drawdown? Contractor pages give no dates.
• Did Niskey Lake ever have a club, resort or public swimming era, or a role in Black homeownership after the 1960s?
• Is the 1929 date supported by aerials or maps?
